Uganda: Ghosts – Iganga Loses Sh900 Million

[Observer]At least 50 bank accounts reportedly run by ghost-teachers have been frozen by Iganga district authorities. Over five years, officials estimate that Shs 700m has been withdrawn from the accounts, whose owners have not been working.
